Fostering Productive Internationalization at the Local Level: The Case of Córdoba Acelera

Productive internationalization policies have traditionally been led by national and regional governments. Yet many tradable services are territorially concentrated in cities, where local governments possess informational proximity to firms and authority over key operating conditions. This article examines Córdoba Acelera (CORACE), a development agency created by the city of Córdoba, Argentina, to analyze how local governments can engage in productive internationalization while complementing higher-level initiatives. CORACE deployed policy instruments to support underserved service sectors, drawing on coordination capacity and municipal regulatory competence. The case shows how cities can occupy a complementary policy space within multi-level governance frameworks in middle-income economies.
