Yet many tradable services are territorially concentrated in cities, where local governments possess informational proximity to firms and authority over key operating conditions. This article examines C\u00f3rdoba Acelera (CORACE), a development agency created by the city of C\u00f3rdoba, Argentina, to analyze how local governments can engage in productive internationalization while complementing higher-level initiatives. CORACE deployed policy instruments to support underserved service sectors, drawing on coordination capacity and municipal regulatory competence.
